Ozai Was Dead. That's how this whole mess started. That's why Azula and Katara got into a big fight. That's why Azula made a wish to the spirits. That's why Katara woke up the next day with her girlfriend as an infant. OR Azula wants to be able to trust Katara more and be open and honest with her. She did not think that meant being turned back into a child.
