Robin is magic. Robin has always been magic. This is more literal than some might imagine.

Bruce bans metas and magic from Gotham, whenever he can, but if he’s aware of the irony in enforcing this rule with Robin at his side, he never comments on it. As a child, Dick is sure that he knows because Batman Knows Everything. As an adult, or near enough, he wonders if that is true, or if the only person who can feel the magic glittering across his skin is Dick himself.
