Brock Rumlow was happy to die in the basement of Avengers Tower having not told them shit about the scepter, his buddies, or the Winter Soldier. He was content knowing that the Winter Soldier had escaped Hydra and that the scrambling factions of the organization would never touch him again.
And then James Barnes walks into the Avengers Tower screaming at them to let Brock go and he has to wonder if he really deserves this.
He probably does.
