After over a decade of being on the run, orchestrating a criminal empire, The Blue Phoenix, the United Nation's #1 Most Wanted, willingly turns herself in to the Fire Nation authorities without a fight. There's a plot against the Crown and she knows about it... because she helped plan it. Now, she's shown up with intentions unknown offering to help save the country and preserve her brother's throne. Under one condition:
She will only work with Kiyi of Hira'a, her younger sister.

Romantically this will eventually be Tyzula, but the main focus of this story is the bond between Azula and Kiyi (not romantic!). This fic is also simultaneously my working hypothesis of what the Gaang Adult movie will be... with the added caveat of being an Azula-centric story! (CW: THERE WILL BE MAJOR CHARACTER DEATHS!)
