Bucky was out there somewhere, confused, dangerous, maybe still in the grip of Hydra’s programming. But Steve had seen that flicker of recognition in his eyes during their last battle - the moment where Bucky had hesitated, remembered.
He knew, deep down, that Bucky was still in there, fighting his way to the surface.
And Steve had made a promise once: “I’m with you till the end of the line.” He meant it then, and he meant it now.
