Chicago is Insane

A visiting mobster sees something funny going on between Chicago's resident boss and a weird PI, and when he tells his Boss about it, he's tasked to investigate. That turns out to be a lot harder than it should be because obviously no one wants him messing around in this and why is that dog talking?
