Soulmates allow each other to perform at their maximum potential; for the greater good, the government therefore has a vested interest in pairing them off. Unfortunately for the totalitarian regime, not everyone is terribly interested in having their private life autocratically dictated and some would rather seek happiness on their own terms. Things get sticky when that's not supposed to be an option.
