He always thought having pounds upon pounds of stringing muscle would somehow be able to wash away all previous fears he had, but over the years he learnt it only made him more afraid, and the terrors more menacing. Because some fights can’t be fought with muscle, or fists, or knives or guns, or shields. In fact some fights can’t be fought at all, and that scared Steve more than anything.
Basically Bucky does not use good coping strategies, and Steve struggles to help him due to his own internalized issues
