Rowling is a person with her own opinion. And yes, if you use the analogy, she is saying "there are wizards and non-wizards".
BUT. Isn't it true? There are wizards I the hp world. And there are "muggles".
Rowling isn't killing people because they are of another nation or because they are communists. She ISN'T a fascist.
If a person has a point of view, that doesn't match with the opinion of the most loud crowd, it doesn't mean he or she is a fascist.
